No inbound neighbors

This particular problem has the following symptoms:

I have two locations as follows:

Montreal :
1 x PDC
1 x BDC

Toronto:

1 x BDC

The toronto office is on a VPN link that was severed for a little while. Now that the link is back up the Toronto server isn't receivng active directory changes. I did a repadmin /showreps and I noticed that it has no inbound neighbors. From the Toronto server if I try and view the Montreal server's shares here's what happens:

net view \\MONTREAL

returns access denied

net view \\192.168.0.2 (MONTREAL's IP address)

returns a valid list of shares

because of this, doing a repadmin /add ... also returns an access denied error.

How can I get my two sites replicating again?
