Changing administrator password

Hi,
When I try to reset the Administrator password in Active
Directory, I get the following message
"Windows cannot complete the password change for
Administrator because: The password does not meet the
password policy requirements. Check the minimum password
length, pasword complexity and password history
requirements."
I have turned off the complexity for passwords in
the "Default Domain Policy". I have also disabled the
default profile in Active Directory and locally on the
computer. Is there any other place to
disable this?
