Can't DCPROMO a member server in newly upgraded 2k3 domain

Hi,
I have a domain that was recently upgraded (a few weeks ago) to 2k3 from win2k. Not long after the upgrade, the second DC was successfully demoted, leaving us with one working DC. Now, when attempting to DCPromo a member server to build redundancy, - (I tried this on two separate 2k3 member servers), the Schema replications complete perfectly, but when replicating the configuration container, I get the following:
AD Installation Wizard: "The operation failed because: Active Directory could not replicate the directory partition CN=Configuration,DC=domain,DC=local from the remote domain controller (my DC's name)."
At that time, event viewer on the member server shows - Internal error: An Active Directory error has occurred.

And there is an NTDS replication failure - event 1203 saying: The local domain controller could not replicate the following object from the source domain controller at the following network address beacause of an Active Directory Schema mismatch.

The member server I'm trying to dcpromo is statically IP'd, single homed, and is in the same class C address space as the DC (even plugged into the same switch, so its not a comms issue).
Upon retrying, the error occurs at precisely the same point - I believe its object number 1059 of appx 7632 during configuration replication.
The member server is 2k3, so its not an SP issue, Exchange2k3 is installed and running on the domain. Although I am aware of the invalid (non-RFC) Exchange2K schema attributes that were fixed in subsequent Win2K releases, this shouldn't be an issue, since the Exchange organization is 2003, not 2000.
Any help is greatly appreciated.
