Hi Jim,
the fact that you are not allowed to log on locally anymore does not mean that you are not an Administrator of the server anymore.
Again, is your server a member of an AD domain? Have you thought about creating a "NoPolicy" OU and moving the computer account into that OU? Have you tried to run "Group Policy Results" or "Group Policy Modeling" from a GPMC againt your server? Have you tried to run "Computer Management" from a workstation against your server?
