Do you use Exchange, I assume there are no Exchange servers at each office,
just a domain controller (Exchange uses GC's heavily).

How many domains do you have in total, I'm assuming its more than one as you
are concerned about the GC content being replicated.

If running Windows 2003 you could enable Global Catalog caching on the sites
to speed up logon times.

While normally it is best to have at least 1 GC per site, with this number
of users you may get away without it but it does depend on the other factors
above.
