Local Admin on a Domain Controller

Hi.

I want to give technicians the ability to manage a server which is also a
domain controller without giving them any access to the domain itself. Since
there are no local users/groups on a DC I'm looking for a way to give them
somehow local administrator privileges on the server. I tried adding them to
the Server Operators group but it did not give them sufficient privileges.
I need to give them access to manage hardware and devices, install/remote
software and general management of the server like local admin has on the
server.
Anyone has any idea how can I perform this?
