Hi,

I sounds to me as if the Domain Controller is unable to retrieve a pool of RIDs from the domain's RID Master FSMO. Can it be that the Domain Controller that went down was the RID FSMO for the domain?
You should check which Domain Controller is currently your RID FSMO, and if this DC is online and available. Have a look at the following KB articles:

822053 - Error Message: "Windows Cannot Create the Object Because the Directory Service Was Unable to Allocate a Relative Identifier"
