SAM problem with ID n° 16650

Yesterday we suffered a major disaster and one of our domain controllers
went down.
It was a RAID controller failure and at the same time the System partition
became very corrupted and we really had no choice but to do a fresh install
of Windows 2000 Server.
Because this server is our main file server and all users have manually
created drive mappings to it the server was obviously named the same.
However because this was a fresh install the SSID will have changed for the
machine.
Server 2000 was installed along with SP4.
All secuirty updates installed and the machine was added back to the domain.
The server was promoted back to being a domain controller and the AD
installation on the server appeared to go without a problem.
However we are now getting many Event 16650 appearing in the Event log.
The exact error is:

The account-identifier allocator failed to initialize properly. The record
data contains the NT error code that caused the failure. Windows 2000 will
retry the initialization until it succeeds; until that time, account
creation will be denied on this Domain Controller. Please look for other
SAM event logs that may indicate the exact reason for the failure

Unfortunately there are no other SAM related events in the event log, just
this one over and over again.
When we bought this server back online we simply joined it back to our
domain and of course a "Computer Account" already existed for it in the
"Domain Controllers" container.
Is it possible that the problem lies with the fact that the SSID for this
server is now different to when the account was first created?
Does somebody have a solution ?
