I've managed to fix the problem using a MS Technet article PSS ID 267553
How to Reset User Rights in the Default Domain Controllers Group Policy
Object
Before I started I went exported the User Rights Assignments (in Default
Domain Controllers Policy) to a text file just in case, and backed up the
GptTmpl.inf first.
All sorted, including some odd Active Directory Access Denied errors i was
getting.
