The PDC Emulator will only authenticate down-level clients that attempt to
authenticate to it.
All of the Windows 2000/2003 Domain Controllers are capable of
authenticating down-level clients.
This is handled exactly the same way as on an NT 4.0 network for down-level
client - i.e. through the use of NetBIOS name resolution (WINS) looking for
a list of the PDC and the BDCs and then trying to get a response from one of
them.

If you install the directory services client they will still do NetBIOS
based authentication and are not using Kerberos or any form of site aware
login process.
