Group Policies refresh at 90-minute intervals.

How ever this can be changed.

HOW TO: How to Modify the Default Group Policy Refresh Interval

I'm NOT recommend you to change the default time to save bandwidth heavy
load Domain Controllers.

227302 - Using SECEDIT to Force a Group Policy Refresh Immediately
http://support.microsoft.com/default.aspx?scid=kb;EN-US;227302

You can Force a Refresh at the particular computer by using the follow
command line tools:

SECEDIT /REFRESHPOLICY MACHINE_POLICY /ENFORCE: Immediately imposes group
policy object settings located within the "machine" node of relevant group
policy objects.
SECEDIT /REFRESHPOLICY USER_POLICY /ENFORCE: Immediate imposes group policy
object settings located within the "User" node of the relevant group policy
objects.

In Windows XP and Windows Server 2003 you can use command line tool gpupdate
to do so.

Policies are created at the Domain Controller holding the FSMO role PDC
Emulator by default. If you have many Domain Controllers, and controllers in
different sites. The policies have to replicate that's effects the time of
processing policies to some computers.

Handy tools working with GPOs are also command line based tool gpresult,
included in Windows XP and Windows Server 2003.

Can be downloaded at follow location for Windows2000.

Re-post if you need more information about group policies. there is actually
two groups just for Group Policies.

microsoft.public.windows.server.group_policy
microsoft.public.win2000.group_policy
