You will get the same error message in case when you open a Group Policy
object which has been recently created on another domain controller (most
likely, in the other site). Then, the corresponding files in SYSVOL might
have not replicated yet to the DC you are using, and therefore you get "path
not found" error message.

You can use replmon utility from Support Tools to verify replication of
group policy objects.
