I have no restore points that far back. I recently ran the disk cleanup tools to free space. Eliminating the older restore points seemed OK at the time.

Have you tried a system restore to a point where things were
working, prior to installing these updates? Can you go back to that?
If things start working properly, then install the updates again one
at a time until you find the one that is causing the issue.

I uninstalled both. On reboot it reinstalled and appears in both places

devman. The one in usb reads "eHome Infrared Receiver (USBCIR)" and the

do you see more than one of these devices in devman?
can you try uninstalling this device in device manager and then
doing a cold power down and then power up? do you then still see the
error in devman?

Go into device manager and set the USB or the device to NOT turn off
to save power. Does this have any impact?
