the two jacks are for outputs to send IR signals to a STB or Comcast
DTA. There should have been at least one IR blaster cable in the kit
you received. The male end goes into the IR receiver and the sticky
LED goes over the receiver "eye" on a STB or DTA.

Comcast should be contacting you about DTAs or you might try calling
