Additionally, when you installed the drivers, any chance the it runs a whole setup program that may also installs some card-specific TV application?

If there was an option to just install the drivers (or you manually installed drivers), probably not an issue.

Since you can play recorded TV and DVDs in MC there is absolutely noting wrong with your decoder since the same decoder as LiveTV.
There is something wrong, however, with your tuner driver or with it's configuration. I suggest you uninstall it completely and re-install it being sure to use the one from the tuner card vendors website and not one from WinUpdate.

Previously recorded TV plays fine. When I attempt to run live tv I get a
message stating, "Decoder In Use: the video decoder is currently in use by
another application. Please close all other applications, restart Media
Center, and then try again." When I attempt to run the wizard, it states a
TV signal was not detected. I downloaded a media center diagnostic kit. One
of the diagnostics test tv signals and it did detect a signal and played the
video through the tool. Media Center itself won't however.

When I try to run a dvd upon the initial launch of media center, I get a
message which states "Missing Component: A required Media Center component is
missing. Please contact your hardware manufacturer for assistance." When I
mess around with the live tv and come back to playing the dvd is works fine.

I have a dell machine which came preinstalled with cineplayer. Dvd's play
properly through it. Thanks again for your help.
