Decoder in Use error while attempting to access live tv.

I had a slight issue with my hard drive about a week ago and was forced to do
a repair install of windows xp media center. I have finally returned my
system to what appears to be full working order (I was forced to install a
great deal of updates and reinstall all versions of .net framework). The
only thing which will not work is media center's live TV. I have a dell
system with an ATI tv tuner card. It doesn't appear any other programs are
running which would put the decoder in use? Why can I not overcome this
problem??
