You are looking at the difference between analog (VGA) and digital (DVI,
HDMI). VGA will never look as clear or vibrant.

HDCP is really only relevant if you are trying to view protected content
link Blu-Ray, or premium channels from a STB. HDCP is esentially a form of
DRM. Pretty much all of the cards with NVidia or ATI chipsets released in
the last year or two will support HDCP over DVI and HDMI.

There are several options, I am not sure what you definition of a low power
card is but pretty much any non-gamer NVidia (8 or 9 Seriers) or ATI (3K or
4K series) cards should work. The are all capable of accelerating Blu-Ray
playback if that is something you are interested in.

HDCP has nothing to do with the cable or connector, Just use the DVI
connection like you were before.

I need a new low power video card because my system is maxed. My new
monitor has a DVI-DHCP connection where my old ATI Radeon X600 has just
DVI-I. SO, I am using VGA and hating it.
