The ability to receive HD is far more dependent on what tuner card came with your system and not on the ability of your video card and audio card to watch and listen to it.
It is very possible that your tuner card is capable of receiving OTA digital programs using MC and/or clear QAM cable channels using a TV application came with the card.
If you want to receive encrypted cable channels you the configuration and tuner that Barb has described.
I don't have the past posts in this thread and since they are not all included in your post I do not know what make/model of tuner you received with your HP system. Please post again what it is.

The model# is irrelevant. Regardless of whether it's an HP Pavilion
m9400z or m9400t, the ability to receive HD broadcasts depends on which
video and audio cards are ordered with the PC. I spoke to HP support, and
was asked which video card I had, and was told HD will work. I have an
m9400z.
