Lost Stand By, Turn Off, Restart control

After logging off an XP user account, I get directed back to the main user
login screen. At this screen, I no longer have the option to Stand By, Turn
Off, Restart the machine. The normal control in the lower left hand side of
this screen is gone once someone logins in and then logs out of the machine.
In addition, Cntl-Alt-Del does not work (doesn't bring up any options) at
this point.
I am running Windows XP MCE 2002 with Service Pack 3, v.3311.
I believe that this issue started after trying to get rid of a virus in the
Ask Toolbar. This virus prevented me from downloading pdf attachments in my
ATT Yahoo email client. I'm still not convinced that this issue has been
resolved. I run Norton 360 v2 as my primary line of defense, but Norton
never detected the virus.
I'm assuming that a windows component has corrupted. Do I need to do a
Windows repair or is there an easier way to fix this issue?
Any help would be appreciated.
