You receive cable which contains both analog and digital cable signals. It is the tuner or STB which determines if you get analog or digital channels or both.
The CCC control center controls the output from your ATI graphics card to your TV. It has nothing to do with the inputs from your Combo tuner card.
There are no ATSC digital channels available over cable only QAM digital channels.
To receive ATSC you must have an antenna connected to the ATSC/QAM input connector on your Combo card.

First off, I do not receive digital cable so I don't know if it is possible
to receive digital cable channels? Also, I'm not sure if Titan TV is the SAME
as the Catalst Control Center or if it is seperate software. That is why I'm
trying to find someone who really KNOWS the ATI TV/Video cards and how they
are setup, how they function etc. ATI is VERY confusing and frustrating as to
how to install, which software/drviers to use and the customer service is
absolutely ATROCIOUS!

Which you may want to do instead of using an antenna connected to the ATSC
OTA tuner on your 1600.
