i can't seem to figure out how to resize an image to use as a desktop
background so that i dont get a screen full of several images of one
picture
rather than filling the screen with the single image itself. does this

If you right click a clear area of the desktop, properties (opens the
Display Properties dialog). On the Desktop Tab, there is a dropdown at
Position, If you select Stretch, Windows will stretch the image to fill the
screen.
Tile is what is currently selected. If the image is the same resolution as
the screen size, Center will work also.
It may be better if you use an image editor to resize the image to the
screen resolution you have set for your desktop.

For your information, Windows uses the bmp image format for the desktop. It
is placed in the C:\Windows folder.
