Assuming sfc /scannow did not find any corrupted files.
What firewall, anti-virus application or security suite is installed? There are some that cause problems which do not appear immediately.

Thanks Bob but i've done all that and it didnt work..... I think its the
missing file message that is the key to this. Just wish i could get the file
name but i dont know what i did to get that error message. I was in a very
bad mood with my PC at the time and wasn't paying much attention.

Hopefully you backed up your registry before running the cleaner. If not run
System Restore to a time before you ran the cleaner.
If no joy, run sfc /scannow.
