That is NOT a tuner. If you don't have a signal cable (cable TV coax) or similar connected somehow to your computer your not going to get any channels, it's no different than a TV, do you get channels on your TV if you don't have the coax/cable box/satellite tuner plugged in to it?

OK, I've discovered that what I have is an external TV tuner - the Philips
OVU4120, in fact

and although I seem to have plugged it in and connected it, Windows Media
Center still won't find any TV channels, and I can't find any drivers or
anything like that anywhere on the Philips website.
