I suggest you run sfc /scannow. If that doesn't solve the problem:

Do a thorough check for malware, following all of the steps at one of these Web pages.
Help with malware:

So How Did I Get Infected Anyway?
For quite a few people it's by installing programs like Messenger Plus, whose ads for malware don't identify the malware as such and try to convince you that you owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see what else is being carried along. Don't install any extras you're not sure of.

The weird thing is, once installed, I can't see the Hauppauge drivers in
Device Manager. Should they not appear in the Sound, Video and Game
Controllers device menu?

A few other things I tried:
- tried the Media Center version of the drivers, as noted by Bob. Same
problem. I did use the "delete all previous drivers" program that comes in
the bundle.
Immediately after loading the drivers, the same recurring error appears.

- on the Hauppauge help page, they suggest re-installing MCE Rollup 2. I
tried this, per the instructions here:

but the Rollup 2 bombed out when installing. Same problems when installing
the drivers again.
