Yes, the IR ceceiver is built into the NMediePC box. It worked (with
certain limitations) on the MCE component of Vista 64 bit Home
Premium that was previously installed. Certain ways that Vista behaved
caused me to step back and purchase WinXP MCE... but that's another
story.
Generally speaking, it worked with Vista MCE. Now WinXP device manager
says "No Driver"

It is probably not compatible with MCE, you need to attach an actual MCE IR
receiver via USB to the PC.
