Many ISPs have a limit on the total size of an email attachment.
There is not much chance that you can reduce a video file small enough to
email.
About the only way to send a video file is to upload the video to a web site
and email the link to that video.
There are a few free web sites that allow uploads and links.
As to changing the mpeg file to a wmv, that can be done.
Search Google for "convert mpeg to wmv" without quotes.
