Try uninstalling the optional update. Or short of that, use System Restore to go back to a point before you installed the update.

This is a better description of my problem.
l am using Windows Vista home premium and using a cable connection. My
windows media center is causing TV problems. My problem began when I
installed Hauppauge Sound Hauppauge WinTV HVR-1600 NTSC/ATSVC Combo. It was
listed as optional. After installing, channels under 30 were snowy and the
sound was distorted. Above channel 30, everything seemed ok.
Hewlett-Packard tech support had me reset the Media center settings and now
ALL channels are snowy and sound is distorted. HP tech says I need to
re-install the operating system. Is there another easier fix thanks

I would suggest you schedule a service call with your cable provider and
have them check the signal levels coming into your house and at the outlet
that feeds the PC.
