You will find lots of products that will support it, however, none of them appear to come direct from Microsoft and I did find any entries by searching the MS XP knowledge base for "udf 2.5"

Well, on the box of the Pinnacle Studio 11.0 (11.1 patch) it says it is
possible to burn a HD-DVD or AVCHD formated video file onto a standard
DVD-RW. It is possible. The problem is with my Media center computer. I have
burned many times but the problem is reading the burned disc. It is a UDF 2.5
issue based on the XP 2002 Media Center Edition OS.

HD DVD or HD content on a standard DVD burner.

Pinnacle Studio 11.1 is capable of editing and burning HD content, IF you
have a HD burner.
