TV Tuner Conexant Falcon-II problems w/ analog video input

I have an HP-d4100y Pavillion that has a Conexant Falcon-II TV-tuner. I
have attempted to upload video content from an analog Hi8 camera with no
success. I have worked with HP support to at least get the tuner card
recognized and make sure that the drivers are correct.

Where HP seems to fail is that none of the SW that they have bundled will do
this task. So they keep telling me to go download trials or buy 3rd party
SW. I have tried a few that have also failed to work. It seems to me
that they are guessing about this compatibility issue. I would appreciate
any insights.

1) What video formats will the Conexant Falcon-II output ??
(My board has the CX23416 encoder chip and the CX25843 decoder chip)

2) Any 3rd party video SW must accept the format of the Falcon-II (above)
Clues ?

3) Most of the current DVD Video programs advertised do NOT explicitly
state whether or not they are compatible with the Conexant Falcon-II design.
Conexant appears to have allowed 4 or more manufacturers, such as ASUS,
access to this reference design.

4) I can not get the tuner card respond when input is applied to the
S-Video or the Composite line-in. Although the card does pass with a very
snowy picture when signal is applied to the RF Line-in from my antenna/cable.
