It's rarely a good idea to let System Restore monitor partitions/drives other than the one Windows is installed on. In this case System Restore wouldn't monitor movie/TV files. By the way, what file type are the TV files?

You should not see any performance difference. There will web a disk space saving after disabling the non-windows partitions/drives. If you choose to turn monitoring back on, there should be now ill effect, but there's no need to monitor them anyway.
