Any hang during the POST (Power On Self Test, where you see the BIOS info
and drive detection) will most likely be hardware related, it will not be at
all related to the OS or any software you have installed as this is before
Windows takes control of the system.

As it is brand new I suggest that you get Evesham to fix it. It sounds
like something is
misconfigured in your BIOS or possibly a hardware fault. Either way your
supplier should fix it.
