The DLLCache folder is a hidden folder. You may need to go into Folder Options and change the settings to view hidden files and folders and to show "system" folders. Additionally, if your operating system was pre-installed, it may be in C:\Winnt\System32\dllcache, instead of C:\Windows\System32\dllcache.

Thanks for your response. The suggested action resulted in an error message
"The system cannot find the file specified". A search for dllcache is
negative. Please advise what to do now.

Open a Command Prompt Window and enter
COPY C:\Windows\System32\dllcache\ddraw.dll C:\Windows\System32
This will copy the backup copy from the DLLCache folder.
