MCE can not use a blaster attached to the card, you need a MCE IR
Receiver/Blaster combo that would plug into a USB port on the PC.
This is normally shipped as part of the MCE remote kit (if you are building
your own system) or should have been included with the PC (if you bought a
prebuilt system, set up for MCE).

I've got a Hauppauge HVR 1600.
Windows Vista x64 edition
2 GB RAM (artificially imposed to make the analog tuner work properly; the
system has 4 GB RAM installed)
HVR 1600
ASROCK 939DualSATA2 motherboard
AMD Athlon Dual Core 3800+
I've been able to verify that the IR Blaster attachment, which connects
directly to the 1600, works properly with Hauppauge's setup software.
In Media Center, I get the "IR Hardware not detected" message.
How do I get the IR blaster to work with media center?
