It wouldn't be in the Windows directory.

On my brother's system it was in the root as well. Must importantly, the
key file is that MEDIACTR.cab file. If you have that, it really doesn't
matter where it is as long as you know the path to it.

I just noticed this thread and on the 3 systems that I have the
CMPNENTS directory is under the root directory and not in the windows
directory.
