What about other F8 options such as the one about the last working
configuration or some name like that.
I also assume when you are trying safe mode you are not trying safe mode
with networking.

If the list of drivers is not continuing to scroll, then your problem is
with the last one listed on the screen.

Now you didn't say if you can boot to normal mode. Obviously, I would
guess not, but your phrasing leaves me confused. If you can, then on
booting, uninstall the offending driver.

Otherwise, you need to boot from the Windows disk in repair mode, which
I don't recall much about...
