No, that won't work; the receiver needs to be in the PC, the blaster
(emitter) plugged into the receiver, and the then the blaster should be
attached to the front of the set top box (over the IR sensor window).
The MCE remote is not directly changing the channels on the box. The way it
works is when you push a button on the remote to change channels, the
receiver gets the signal and "informs" Media Center, which in turns then
sends the proper code out through the blaster to change the channel on the
set top box. When you are doing a recording, MCE uses the same principle
to send a signal through the blaster to change to the correct channel for
the recording.

Just to clarify; the IR Blaster is not the receiver piece that plugs into
the PC via USB, it is little bug that is plugged in to the back of the IR
receiver (with a mini-audio type plug) and placed over the IR window on
the
set top box. When doing straight coax in to the tuner card, you wouldn't
even use the IR blaster since the tuner card is tuning the channels.
Again, sorry if that is what you meant, but by your response it sounded
like
you were talking about the IR receiver and not the blaster.

I do have the IR Blaster on and will continue to play with it and see if I
can get it to work. The way I currently have it hooked up is I have the
receiver on top of my pc and the blaster in front of the receiver. When I
have more time I was going to unplug the receiver from my pc and plug it
into
the back of my set - top box and see if that works that way since my set
top
does have a USB port in the back
