IR Hardware Not Detected

Here's the issue:
I purchased a Dell system with an ATI tuner card included. For the
past two weeks I've been using the single tuner card and included
remote and IR beanbag/blaster setup through Media Center.
I've had issues with audio quality on live tv, skipping and a host of
other issues, but I have been able to watch live tv and control my set
top box adequately for a couple weeks.
I recently purchased a Hauppauge dual tuner MCE 500 PCI card to
upgrade. I shut down, powered-down, removed the ATI card from a small
slot and inserted the new Hauppage dual tuner card.
I began the setup process on MCE and everything seemed to be working,
until the IR phase. I get a message saying "IR Hardware Not Detected"
- Try Again.
At this point, I cannot proceed any further? I have no idea what to
do. I definitely have the IR drivers. The blaster/beanbag/remote
combo was working for weeks and when I swap back the ATI card,
continues to work. I am at a total loss and Hauppauge refuses to help
with this issue saying it is a Windows issue.
