Uh, no, Dell doesn't. Dell, in fact, is one of the rare providers that not
only providers a REAL XP CD/DVD, but slipstreams the drivers into it for the
convenience of their purchasers.
Other than drivers, the OS is box-stock.
Surprised that people are still naive enough to be spouting these incorrect
urban legends.

I hate to knock PC manufacturers and ISP's; but (first) with Dell, they

to change up their Operating systems to be compatible with their hardware,

They shut me down within a month. You may want to read their terms and
conditions, rules and regulations, and anything else you can find on their
