I looked up the ati xpress 200 and it appears to me (i could be wrong at this time of night) that this is an on-board gpu. There may be a hotkey combination to switch display modes have you looked in the manual?
in any event the specs say:
Dual independent displays: CRT/LCD, TV/LCD
Integrated TV encoder with an on-chip DAC (simultaneous output for TV and CRT is not supported)
so you know tv output can be done.
can you specify the mobo you have.

| if it was me i would try breaking the problem down into parts. first off forget the tuner because until you can display to your TV, wasting time on the tuner is pointless.

| power down. disconnect the monitor so that only the s-video is connected. boot up. do you have an image on the tv? if not connect the monitor. i would be surprised if this didnt work since every single ati card i have had has always outputed to s-video if no monitor is connected.

| are all the drivers up to date?

| somewhere in ati catalyst there is an ioption to force tv detection or something of that nature.
