Run gpedit.msc, drill down User Configuration | Administrative Templates | System then change the setting for Prevent access to registry editing tools to not configured. Open a command prompt and type gpupdate /force. If this machine is part of a domain your domain GPO's could be setting that value.

I believe a program disabled registry editing. When I call the editor
(regedit.exe) an error sign tells me that "Registry editing has been disabled
by your administrator." I am the only administrator and unless some hacker
or a program has change this, I have not done any thing to change it. Is
there a way to enable registry editing again?
