There's nothing that says "TUNER" ...and then a description of what it is
There is something under the Sound, video and game controllers called
"Conexant Falcon II NTSC Video Capture" so I guess that would be it.
I googled it and there's lots about it.
I will investigate later.

Go into the Device Manager - right click on My Computer, select Manage.
From the tree on the left, pick Device Manager. On the tree at the right,
expand the Sound, Video and Game Controllers entry. There should be
something there to identify the tuner.
One thing to remember is that normal tv is "SD", or 720x480. So if you're
showing that and comparing to a HD-DVD at 1080i, well, the normal TV will
always look worse. Also, the tuner electronics in most TVs is much better
than the tuner electronics in most PC tuners...no idea why.

I can't determine what tuner is in this PC - I think it must be some
generic thing because none of the specs I've seen list a name / brand or
model.
The PC is an HP Pavilion M7690N - it has a "decent" graphics card
GeForce 7600GT and an HD DVD player.
The funny part is I had originally purchased the HP Pavilion M7680N which
has a cheaper graphics card (7600LE) and after investiginatng I decided
that I should have paid a few hundred bucks more for the M7690N so I
exchanged it.
Watching TV through the cheaper PC seemed to be better but as I wasn't
really interested in that feature I never paid much attention.
It's only after I got the "better" PC home and decided to see what the
video looked like through the DVI output that I checked out the MCE TV
and realized how crappy it was.
The other thing I realized is that the video through the TV VGA input is
just as good as through the TV HDMI input.
The better PC came with a HD version of The Bourne Supremacy DVD. I
watched it through the TV PC input (VGA) and I watched it through the TV
HDMI input (1080i) and I was hard pressed to see any difference.
Then for comparison I downloaded a DivX version (< 1gb in size) and
there wasn't a heck of a lot of difference there either.
Maybe it's my eyes that are bad !!!!! ??

Well, electric motors can cause interference, so may be. I kinda doubt
it, but maybe. Otherwise it could just be a bad or not great
tuner...which one did you have?

Changed cables - no difference.
Moved PC away from TV - no difference.
This PC has a very loud fan - I think its the CPU fan - could that be
creating interference?
The fan is so loud I will probably take the PC back anyway even if I
can sort out the problem with TV.
