Media Center WILL NOT use AC3 filter

I have a ATI Theatre pro 550 (TV Wonder Elite), ATI Radeon 9800 vid
card, onboard sound. I have installed AC3 filter, and set it as
default. MCE will use AC3 filter when playing MP3's, and DVDs, but not
live or recorded TV. If i play a recorded TV show outside of MCE using
media player, it uses AC3 filter. How can I force MCE to use AC3
filter as the default for live/recorded TV?
