reg. wav file formats

Hai all,
We are new to the audio file formats.

When we open a .wav file in HexViewer will it show the original format
or the encoded format?
WE just read a wav file in hex format and send the data bit by bit to a
separate decoder board we have(that converts the digital data to
audio)which is connected to a speaker.In such case,we hear only noise.
Is it necessary to encode the wave file and then give it to the
decoder board?If yes,how to encode the wave files?Any special source
codes?
