DX 8 is not good enough for use under MCE 2005 or Vista. It must be DX9 support, as well as the other items mentioned in the link. The software that comes with the 150 is just a different type of media player. MCE depends heavily for DirectX 9 for its rendering of the MCE interface, on screen menus, overlays and the like.

I think the video card/driver I have are DX8, but that was enough in XP Home
for me to view live tv from the WinTV PVR 150. I was using the TV program
that came with the card, however.

There are specific requirements for video cards to be supported in Media
Center (DX9 and other support that your ATI card probably doesn't support.
