Click Start, Run and enter REGEDIT Go to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Look in the right pane for a value called NoClose. If it exists, double click it and set it to 0 (zero) or right click it and select Delete. Log off/log on to see the change.

I've recently noticed that my computer no longer gives me the Shut Down
option when I try to close down my computer. When I click on Start, I am
given the option to Log Off or Turn Off Computer. WHen I choose Log Off, a
window appears asking if I am sure that I want to log off and I am given the
option to Log Off or Cancel. When I select Log Off, the system takes me to
the Welcome screen where the user names for my computer are listed. When I
select Turn Off Comuter, the computer logs off, shuts down, and eventually
turns off. This started occurring after I used various virus cleaners in
normal and safe mode to get rid of a virus. How can I retrieve the option to
Shut Down?
