I suspect the wrong drivers are now installed from the restore
disk
Try to find new drivers on the mouse maker's site, or perhaps
there is a file already on your hard drive.
Maybe simpler: go to the device manager, uninstall the mouse
driver, and reboot. It will install (if you're lucky) a
default driver. This should result in behavior at least as
good as what you have now :-)
I guess I'd fetch the manufacturer's drivers first, in case
"even simpler" doesn't work...

Thank you for your reply. If it was the Driver would I not
have this Problem with everything on my Computer? My Mouse
works fine with everything else. I only experience this
problem in Media center. Thank you for your help Irene
Jason Tsang knows more than I do, so follow his advice.
But I'd like to point out that when you reply to a message, you
should not precede your lines with ">" (greater-than signs),
since newsreaders will treat your text as an old reply - some
will even hide your text, depending on the user's settings.
I saw your post as one with no reply. Luckily, Jason was smarter
than I about that phenomenon also :-)

Thank you for trying to help me. I installed the Mouse Driver
myself. I am not using the Mouse that came with the Computer.
Before Windows was installed the Mouse worked fine and since I
installed the Mouse Driver after the Install I don't understand
how it can be the Mouse Driver. My Knowledge is limited and since
the Tech has not idea what the cause is, I am greatful for your
help. My Question would be, if it is the Mouse Driver, would I
not have that Problem with other Programs on my Computer also?
You say "Thank you for trying to help me", but you failed to follow
my quite reasonable suggestion about not making your post look like
part of an earlier reply.
Do not type your post after the ">" of someone else's reply if you
want your reply to look like new text, and for the same reason, do
not type a ">" in front of any line in your reply.
