MP4 is used by QuickTime, Nero and RealPlayer (http://filext.com/detaillist.php?extdetail=MP4) and possibly other programs. Nero Vision Express may handle converting them to MPEG-2 format. I know it supports it as an output.
A reboot probably won't be required after editing the registry, but it never hurts.

I am trying to get my media player to play my mpeg-4 files. I am a rookie and
probably shouldn't be messing with the regedit but when I try to make the
below change, I do not see "perceivedtype". I do see Content type
though...can it be added? How?
HKEY_CLASSES_ROOT\.mp4
"Content Type"="video/mp4"
"PerceivedType"="video"
HKEY_CLASSES_ROOT\.mpg
"Content Type"="video/mpg"
"PerceivedType"="video"
HKEY_CLASSES_ROOT\.mpeg2
"Content Type"="video/mpeg2"
"PerceivedType"="video"
