The issue was indeed the video card. I have a MSI 9250 video card that I put
in the PC and loaded the drivers and voila TV and DVDs now play just fine
through MCE.

Also, when you stripped out all the other decoders, did you reinstall the
nVidia one? Seem occasionally, when people have had multiple decoders, they
can muck up the valid ones, and stipping them all, then reinstalling the
valid one is the way to be sure they're not screwing up each other.

Yes, MCE has more stringent requirements for video than just XP. With a
separate card, a nVidia FX5200 is the low-end you can use. I'm not as
familiar with the onboard stuff, but the only one listed at the MS site
is
the S3 Graphics, Inc. - S3 Graphics GammaChrome. Not sure if yours is
equivilant. Do you have another video card you can plug in to test?

So even if Media Player plays the DVDs fine and the TV input can be

other apps (Movie Maker), the video card could still be the culprit?

Let's add another level to the problem. I have just un-installed
the
cyberlink software and installed the trial version of Nvidia's
decoder.
I
also un-installed the Hauppauge decoder so that Windows XP Video
Decoder
Checkup shows only one decoder installed - Nvidia's. I can watch
DVDs
through Media Player and I can see the TV feed through Movie Maker,

The 2nd and 3rd decoders are not MP10 Compatible or MCE Compatible
while
the
1st and 4th are compatible with both. I have uninstalled and
reinstalled
the
Power DVD software several times and have gone through the
registery
and
cleaned out all references to Cyberlink and PowerDVD between
installs.

I payed for CyberLink's telephone support to resolve the issue only
to
have
them insist it is MS issue and that I had to contact Microsoft.

Can anyone help me wth this?
