TV Tuner card problems

I've searched around and coulnt find any answers to my problem so here
it goes.
I just bought a new tv tuner card, a mercurt ez view.
If i have the tuner card in any pci bus except the one directly below
my pci-x bus it will boot up without video and the motherboard won't
complain about no video card, it seems to boot up normally. Just no
video.
If i have the card in the bus directly below the pci-x bus my computer
will boot up fine but windows will not be able to detect the hardware.
I've herd this is because tv tuner cards will have a problem with
sharing the irq with the pci-x bus, but i'm not completly sure on it.
The card does'nt work in either of my computers, one is an amd athelon
2600 with a radeon 9800 pro video card. The machine i want the card in
is an amd 64-bit athelon 3200 and a radeon x300 series card.any help
would be appreciated.
