W32Time works fine here on almost a dozen machines. Using a combination of time.windows.com and various NIST servers. So maybe its your time server?

The computer 128.227.212.44 is my NTP server and is set on the following box.
as the time source in all the various ambiguous ways that it can be set in
XP. As you can see below, the d field should be positive not negative. This
has been broken for some time. I believe the time service worked in 2000. I
don't expect this ever to be fixed as I have finally lost faith in Microsoft.
Too bad.
